Accreditation
Stancer Testing Lab operates under accreditation to ISO/IEC 17025:2017, the internationally recognized standard defining the competence of testing and calibration laboratories. ISO/IEC 17025 is not a general quality certification. It is a technical accreditation that confirms the laboratory’s ability to perform specific tests with demonstrated competence, validated methods, and controlled measurement uncertainty. It covers both the technical execution of testing and the operation of a documented quality management system.
Accreditation is granted only for defined test methods and standards listed in the official scope. Activities outside this scope are not considered accredited, even if performed within the same laboratory environment.
Technical Scope and Capabilities
The accredited scope covers electromagnetic compatibility (EMC) and radio frequency (RF) testing across a wide range of international and regulatory standards. Testing activities include both emissions and immunity evaluations, as well as radio performance measurements.
The laboratory performs conducted and radiated emissions testing in accordance with standards such as CISPR 32, CISPR 22, and FCC Part 15 Subpart B using ANSI C63.4 methodologies. Immunity testing is conducted under IEC 61000-4 series standards, including but not limited electrostatic discharge, radiated immunity, and electrical fast transient/burst.
Product-specific EMC standards are also included, covering household appliances, industrial equipment, multimedia devices, and control systems. This includes CISPR 14 series, IEC 61326, IEC 61131, and other application-specific requirements used in industrial and laboratory environments.
Radio and wireless testing capabilities extend to a broad range of technologies and regulatory frameworks, including FCC, ISED, ETSI, and other international standards. Testing is performed using recognized methods such as ANSI C63.10, ANSI C63.26, and ETSI EN series standards for wireless devices and radio systems.
The scope includes testing for Wi-Fi, Bluetooth, cellular, land mobile radio, satellite systems, and other RF technologies across a wide frequency range, supporting both licensed and license-exempt devices.
For vehicle and component programs, Stancer also provides automotive EMC testing for complete vehicles and Electrical/Electronic Sub-Assemblies (ESAs), supporting applicable UNECE R10, CISPR, and ISO automotive requirements.
ISO/IEC 17025 requires strict control over all aspects of laboratory operation.
This includes:
- Calibration and traceability of measurement equipment
- Validation and verification of test methods
- Environmental control of test areas
- Measurement uncertainty evaluation
- Personnel competence and training
- Documentation and record control
All measurements are performed using calibrated instrumentation with traceability to national or international standards. Test setups and procedures follow standardized methods to ensure repeatability and reproducibility of results.
Internal audits and external assessments are conducted regularly to verify ongoing compliance with ISO/IEC 17025 requirements. The accreditation body performs periodic reassessments to confirm continued technical competence

Practical Impact for Manufacturers
For manufacturers, ISO/IEC 17025 accreditation provides confidence that testing is performed using validated methods and controlled processes. This reduces the risk of non-compliance, retesting, and delays during certification. Accredited testing also facilitates acceptance of results across international markets through mutual recognition agreements, reducing duplication of testing when entering multiple regions.

Role in Certification and Compliance
ISO/IEC 17025 accreditation does not grant certification authority. Instead, it ensures that the test data generated by the laboratory is technically valid and accepted by regulatory bodies and certification agencies.
For FCC and ISED compliance, the laboratory provides test results and reports that form the basis for certification or declaration processes. Certification itself is issued by regulatory authorities or recognized certification bodies.
