EU Declaration of Conformity & CE Marking Support
An EU Declaration of Conformity (DoC) is the manufacturer’s signed statement that a product meets the applicable EU harmonisation legislation. It identifies the product, the responsible issuer and the requirements against which conformity is declared. Stancer Testing-Lab provides EMC testing, RF measurements and technical documentation support for the relevant CE marking requirements. The declaration must be supported by the required conformity assessment and technical documentation; a laboratory report alone is not an EU DoC. Our step-by-step CE marking guide explains how the declaration fits into the wider conformity process.Discuss Your DoC EvidenceHow Stancer Supports Your Declaration
Plan the required measurements and supporting documentation for your product’s conformity assessment.

Produce Test Evidence
Perform agreed measurements within the applicable ISO/IEC 17025 scope and document the sample, configuration, methods and results. Confirm the requested editions and conditions before testing.Organize the Technical File
Help align reports and product information with the intended declaration. The manufacturer remains responsible for completing the applicable conformity assessment and issuing the declaration.
Choose the Applicable Assessment Route
The legislation and product requirements determine the available conformity assessment procedures. A general distinction between low-risk and high-risk products does not establish the correct route.
Manufacturer Assessment
Use the conformity assessment procedure permitted by the applicable legislation. Internal production control may be available, but the manufacturer must still establish conformity and maintain the required evidence.Notified-Body Involvement
Where required by the selected or prescribed procedure, involve a suitably designated notified body. Its assessment does not replace the manufacturer’s declaration or ongoing compliance obligations.Apply the Correct Legislation
Examples include the EMC Directive 2014/30/EU, Radio Equipment Directive 2014/53/EU, Low Voltage Directive 2014/35/EU and RoHS Directive 2011/65/EU, where applicable. Their scopes and interactions must be reviewed for the product; they are not a universal four-directive checklist. Keep the declaration and technical documentation current, in the required languages and available for the retention period specified by the applicable legislation. The exact declaration format and required content come from the applicable legislation. Use this checklist to organize the review; it is not a substitute for the required legal declaration model.Product Identity
Identify the equipment, model, type or other reference needed to connect the declaration to the product and its technical documentation.Manufacturer and Responsibility
Identify the manufacturer and, where applicable, authorised representative. Include the required statement that the declaration is issued under the manufacturer’s sole responsibility.Applicable EU Legislation
Identify the directives or regulations that apply to the actual product. Do not automatically list every CE marking directive.Technical References
Identify the relevant harmonised standards or other technical specifications used, with the references and versions required by the declaration model.Notified Body, Where Applicable
Include the notified body details, involvement and certificate references when required by the conformity assessment procedure.Authorized Signature
Include the place and date of issue, signatory identification and function, and signature on behalf of the responsible issuer, as required.
Declaration of Conformity FAQs
Who signs an EU Declaration of Conformity?
The manufacturer or an authorised representative acting within the applicable mandate signs the declaration. The manufacturer remains responsible for conformity; a laboratory does not take that responsibility simply by providing a test report. Are harmonised standards mandatory?
They are generally a voluntary route to demonstrating conformity. Where their references are published in the EU Official Journal, they can provide a presumption of conformity for the requirements they cover, subject to relevant restrictions. The chosen assessment route and supporting evidence must satisfy the applicable legislation.Does every wireless product need a notified body?
No blanket rule applies to all wireless products. Under the Radio Equipment Directive, the available assessment route depends on the relevant essential requirements and how applicable harmonised standards are used. Review the route for the specific equipment before issuing the declaration. Is an EU DoC the same as FCC SDoC?
No. The EU declaration supports the applicable EU conformity requirements. FCC Supplier’s Declaration of Conformity is a distinct US equipment-authorization procedure. Review our FCC compliance guidance and ISED requirements for the separate obligations of those markets.Plan your testing
