Submission and Registration

FCC and ISED require a detailed set of technical documents (“exhibits”) to support the certification application.
A complete submission package typically includes the following documents (additional items may be required depending on the product and certification pathway):

• Completed application forms (FCC Form 731 and/or ISED RSP-100 documentation)
• ID label sample and label location information
• External and internal photographs of the device
• Operational description / theory of operation
• Block diagrams and schematics
• Test setup photographs
• Full EMC and RF test reports
• User manual and installation instructions
• SAR or MPE evaluation report (if applicable)
• Tuning procedures, parts list, and RF exposure documentation (when required)

Each exhibit must be submitted as a separate, clearly labeled PDF file in accordance with FCC and ISED filing requirements.
Once the documentation package is complete, Stancer reviews and organizes all exhibits to ensure a smooth certification submission process.

The completed certification application package is submitted to the certification body’s electronic filing system for review.
The TCB/CB then performs an administrative assessment to verify that all required documentation and information have been provided.

• Application forms are correctly completed and signed
• Product models, variants, and configurations are clearly identified
• All required exhibits and supporting documents are included
• Device labeling complies with FCC §2.925 and applicable ISED requirements

If any required information is missing or unclear, the TCB/CB will place the application on hold and issue a Problem On Hold (POH) request.
Additional information, revised documents, or clarifications must then be provided before the certification review can continue.

Following the administrative review, a certification engineer performs a detailed technical evaluation of the application package to verify compliance with all applicable FCC and ISED requirements.
The review focuses on both the test data and the supporting technical documentation submitted with the application.

• RF performance and compliance with applicable standards such as FCC Part 15, Part 90, RSS-247, and RSS-Gen
• SAR or MPE compliance and RF exposure requirements
• Alignment of test methodologies with FCC and ISED procedures
• Consistency between tested samples and intended production units
• Correct application of limits, measurement methods, and compliance criteria
• Technical documentation, including block diagrams, schematics, and theory of operation

If technical questions, inconsistencies, or missing information are identified during the review, the certification body will issue a Problem On Hold (POH) request.
The applicant must then provide clarifications, revised exhibits, or additional documentation before the certification process can proceed.

Once the certification body has completed both the administrative and technical review processes, the application is approved and the official certification documents are issued.
The product is then authorized for marketing and distribution in the applicable jurisdiction.

• FCC Grant of Authorization issued under the assigned FCC ID
• ISED Technical Acceptance Certificate issued under the assigned IC Number
• Certification documents delivered electronically to the applicant
• Product information published in the applicable regulatory databases

Following certification, the authorization can be verified through the official FCC and ISED public databases.
These databases provide access to grants, certification details, and approved equipment information.

Certification is not the end of the compliance process. Manufacturers are responsible for maintaining continued compliance throughout the product’s lifecycle and ensuring that any changes do not invalidate the original certification.

• Use the assigned FCC ID and IC certification number exactly as authorized
• Maintain records of product design, hardware, firmware, and software changes
• Notify the certification body of modifications that could affect regulatory compliance
• Submit Class II Permissive Change applications (FCC) or certification modifications (ISED) when required
• Ensure all marketing materials, product claims, and regulatory statements accurately reflect the certification status of the product

Failure to maintain compliance after certification may result in additional testing, certification updates, product recalls, or regulatory enforcement actions. Stancer can assist manufacturers in evaluating design changes and determining whether re-testing or certification updates are required.
